Cuba may be one of the most isolated and resource-poor countries in the world, as well as having one of the lowest Internet penetration rates in the world, and culture of censorship for the past 40+ years. Yet, they have gotten world attention for their uniquely Cuban solutions to their Internet problems. This includes a sophisticated, complex, and intertwining mesh network; el paquete, an offline content delivery system used by thousands; and the thriving economy and culture of internet parks, one of the only places you can get internet access, among others. They serve as a great case study and inspiration to others showing that communities can be self-reliant without outside help, and using whatever resources they currently have at their disposal. With ingenuity, real collaboration and clear common goals. communities can accomplish anything they set their mind too.
In addition, the Cuban tactic of obfuscation in plain site and coded language will be shared. This approach has been embedded in the very core of the culture since during colonial times, when enslaved peoples had to hide their traditions, beliefs and conversations from the colonizers in a highly surveilled and hostile environments. These tactics are still used today in a country, where various forms of censorship have been practiced for more than 4 decades.
